Let us be precise about what academic publishing actually is, economically speaking. Researchers—the majority of them employed by publicly funded universities—produce the intellectual content at no charge to publishers. Other researchers, also largely funded by public and institutional grants, perform peer review at no charge. The publisher then sells the resulting product back to the universities that generated it, often at prices that have outpaced inflation for three consecutive decades. When the same universities request open-access provisions, they are frequently asked to pay article processing charges that can exceed $5,000 per paper.

This is the arrangement that the open science movement set out to dismantle. It has not yet succeeded.

What the Preprint Revolution Actually Changed

The growth of preprint culture has been genuinely transformative in some respects. Platforms such as arXiv, bioRxiv, and medRxiv have demonstrated that rapid, cost-free dissemination of research findings is technically and socially feasible. During the COVID-19 pandemic, preprints became the primary vehicle through which critical epidemiological findings circulated among researchers and policymakers, sometimes weeks or months ahead of formal peer-reviewed publication.

For researchers in agricultural science—a field where seasonal timing makes rapid knowledge dissemination practically significant—the preprint model has particular appeal. A soil scientist whose field trial data on drought-resistant crop varieties is relevant to planting decisions in the current growing season cannot afford to wait eighteen months for journal publication. Preprints offer a workaround.

But preprints are a workaround, not a solution. The tenure and promotion systems at most American research universities continue to weight peer-reviewed publications in indexed journals far more heavily than preprints. Researchers who bypass journals entirely do so at professional risk. Junior faculty, postdoctoral researchers, and graduate students—those with the least institutional capital and the most to lose—bear the greatest exposure.

The Publisher Response: Embracing the Language, Controlling the Infrastructure

Major commercial publishers have not ignored the open science movement. They have, with considerable strategic sophistication, absorbed its vocabulary while preserving the essential features of their business model.

The proliferation of hybrid open-access journals—in which authors may pay to make individual articles freely available within an otherwise subscription-gated publication—exemplifies this dynamic. Institutions and funding agencies that mandate open access find themselves redirecting grant money toward article processing charges rather than challenging the underlying structure. The publisher receives revenue either way; the form of extraction has simply shifted.

Similarly, publisher-operated data repositories and "open data" badges appended to journal articles have been widely criticized by open science advocates as performative rather than substantive. A dataset that is technically available but hosted within a publisher's proprietary ecosystem—accessible only through a journal interface, without standardized metadata or interoperable formatting—does not meaningfully serve the goals of reproducibility or broad scientific access.

Several publishers have also acquired or invested in preprint platforms, manuscript preparation tools, and peer review management systems, positioning themselves as infrastructure providers across the entire research workflow rather than merely at the publication endpoint. The toll gate has not been removed. It has been extended.

Researchers Who Chose a Different Route

A growing number of researchers, particularly those with established reputations and institutional security, have begun making deliberate choices to route around traditional journals. Some have committed publicly to submitting work only to fully open-access venues. Others have adopted diamond open-access models—journals that charge neither readers nor authors, supported instead by institutional consortia or disciplinary societies.

In agricultural research, several investigator-led initiatives have demonstrated that high-quality peer review and broad dissemination can be achieved outside the commercial publishing framework. Datasets deposited directly in open repositories, accompanied by preprints and detailed methodological documentation, have in some cases accumulated more citations and more downstream use than comparable work published in subscription journals—a finding that complicates the assumption that prestige-journal publication is necessary for scientific impact.

The challenge, as these researchers consistently note, is that individual choices do not constitute systemic change. A senior professor at a land-grant university can afford to decline a Nature portfolio journal. An assistant professor seeking tenure cannot, at most institutions, afford to do the same.

The Economics That Sustain the Status Quo

Understanding why commercial publishing has proved so resistant to disruption requires engaging with the economics honestly. Publishers do provide genuine services: manuscript management, copyediting, typesetting, long-term hosting, and—most importantly—the social infrastructure of peer review coordination. These services have real costs. The question is whether those costs justify the margins that publicly traded academic publishing conglomerates currently report, which in some cases exceed 30 percent.

Library budgets at American research universities have been strained for years by the escalating cost of journal subscriptions. Several institutions, including the University of California system, have engaged in high-profile negotiations with major publishers over bundled subscription deals—so-called "big deals"—that lock institutions into paying for access to thousands of journals regardless of actual usage. These negotiations have produced some incremental concessions but have not fundamentally altered the pricing structure.

Federal policy has intervened with increasing directness. The 2022 memorandum from the White House Office of Science and Technology Policy, requiring that federally funded research be made freely available immediately upon publication by the end of 2025, represents the most significant US policy intervention in scholarly publishing in a generation. Its effects are still unfolding, and publishers have already begun lobbying for interpretive flexibility that would preserve revenue streams under the new requirements.

The Unfinished Architecture of Open Science

The open science movement has accomplished more in the past fifteen years than many of its early advocates thought possible. Federal mandates, funder requirements, institutional open-access policies, and the normalization of preprints have collectively shifted the terrain. The share of scientific literature available through some form of open access has grown substantially.

And yet the fundamental architecture—in which commercial intermediaries extract significant value from publicly funded intellectual labor—remains largely intact. The preprint has not replaced the journal. The open-access mandate has not eliminated the article processing charge. The data transparency requirement has not produced universally accessible, interoperable datasets.

For a platform committed to open, verified, and genuinely accessible research data, the lesson is that infrastructure matters as much as policy. Mandates without durable, well-funded public infrastructure produce compliance theater rather than genuine openness. The alternative to commercial publishing dominance is not simply the absence of publishers—it is the presence of robust, researcher-governed, publicly supported systems capable of performing the functions that publishers currently provide, without the extraction that currently accompanies them.

That alternative is being built, incrementally, by researchers, librarians, archivists, and institutions who have concluded that the current arrangement is not inevitable. It is merely entrenched.
